A CLASSIFIED / PROTECTED contract is any contract or formal agreement,
which contains a security clause or which requires or will require access to CLASSIFIED / PROTECTED information
or assets by those associated with it. |
Organization Security Screening |
An organization security screening/clearance determines whether or not an organization is eligible, from a security point of view,
to access information and assets of the same or lower protection/classification level as the screening/clearance being granted.
This administrative determination is based on the Government Security Policy and its associated standards.
A Designated Organization Screening (DOS) or Facility Security Clearance (FSC) may be initiated for potential suppliers for contract opportunities which contain security requirements. Procurement officers or project managers may, through their Directorate, Department or Agency request the registration of suppliers for a DOS or FSC provided there is a strong possibility that the contractor and its personnel will require access to CLASSIFIED / PROTECTED information, or valuable assets within the next 12 month period. |
Designated Organization Screening (DOS) |
A DOS will be processed when an organization or a consultant requires either:
1. Access to 'PROTECTED A, B or C' information, assets or restricted work sites; and/or
2. Document Safeguarding Capability (DSC), production, Electronic Data Processing (EDP), or Communication Security (COMSEC) at the 'PROTECTED A, B or C' level at their site.

Facility Security Clearance (FSC) |
An FSC will be processed when an organization or a consultant requires either:
1. Access to 'CONFIDENTIAL, SECRET or TOP SECRET' information, assets and/or restricted work sites; and/or
2. Document Safeguarding Capability (DSC), production, Electronic Data Processing (EDP), or Communication Security (COMSEC) at the 'CONFIDENTIAL or SECRET' levels at their site.

Joint U.S./Canada Military Critical Data Processing |
Participation is limited to qualified contractors located in Canada or the U.S.
The U.S./Canada Joint Certification Program ( JCP) certifies Canadian and U.S. contractors for access, on an equally favourable basis,
to unclassified technical data (disclosing military critical technology with military or space application) under the control of,
or in the possession of Canada's Department of National Defence (DND) or the U.S. Department of Defense (DoD).
Under the laws of each nation, this type of data is withheld from public disclosure.
Canadian and U.S. contractors must be certified under the JCP to be eligible to bid on or receive a contract involving access
to this type of data, which is controlled in Canada by the Technical Data Control Regulations and in the U.S. by DoD Directive 5230.25.

Personnel Security Screening |
The Policy on Government Security requires that individuals undergo a personnel screening process if their duties or tasks
necessitate access to CLASSIFIED / PROTECTED information and assets. This applies to all positions and to all phases of the contracting process,
or when an individual's duties or tasks require access to persons or installations that are deemed to afford regular and consistent access to
CLASSIFIED / PROTECTED information and assets. This process usually involves reference inquiries, verification of qualifications,
criminal records checks and, as required, credit checks.Until the required checks are complete, individuals cannot have access to
CLASSIFIED / PROTECTED information, assets and/or certain restricted work sites.
A Reliability Status is the type of personnel screening that, with a need-to-know, is required for access to
PROTECTED information/assets or secure sites.
A Personnel Security Clearance is the type of personnel screening that, with a need-to-know, is required for access to CLASSIFIED information,
assets or secure sites. The three levels are CONFIDENTIAL, SECRET and TOP SECRET, and may include NATO and Clearance with limitation. |
