Cleary Avenue: Utility Work and Road Reconfiguration starts in May

As part of the Stage 2 O-Train Light Rail Transit (LRT) project, work will be completed on a section of Cleary Avenue to replace watermain, storm sewer and sanitary sewer infrastructure. This will be a long-term project taking place from May to October 2024 and will involve deep excavation as well as the construction of a temporary access road and pedestrian pathways linking the east side of Cleary Avenue to Richmond Road.

What: Excavation, utility replacement, temporary road and pedestrian pathway construction.
When: Tuesday, May 21 from 7 a.m. to 10 p.m. until work is complete (expected by late October).
Why: Watermain, storm sewer and sanitary sewer infrastructure replacement.
Where: Cleary Avenue directly east of 75 Cleary Avenue.

Expected Work Plan: May to October
Beginning in May, a temporary access road will be built on the east side of Cleary Avenue that will link the driveway/parking garage of 75 Cleary Avenue to Richmond Road. Temporary pedestrian pathways will be built on either side of this road that residents can use to access the east entrance of 75 Cleary Avenue, as well as the Unitarian House to the north, directly from Richmond Road.

From May to September, residents in the Cleary Avenue area can expect deep excavation work, horizontal boring and the replacement of watermain, storm sewer and sanitary sewer infrastructure on the east side of 75 Cleary Avenue. The utility replacement will begin to the north of 75 Cleary Avenue and will continue shifting south toward Richmond Road as work progresses.

Residents of 75 Cleary Avenue are advised that due to this excavation and utility work, access to the building’s parking garage may be interrupted for a one-week period from July 26 to August 5. More details will be provided to residents of the building regarding parking garage access over the coming weeks.

In September, as utility replacement on Cleary Avenue nears completion, the temporary access road will be extended north and connected with Cleary Avenue. This road will serve as the primary access to Cleary Avenue. The detour currently running through the former Kristy’s Restaurant site to the west will be permanently closed in mid-October. Further updates on the road configuration in the Cleary Avenue area will be provided as plans for the permanent reinstatement of Richmond Road are finalized.

Anticipated Impacts

  • Excavation, grading, backfilling and paving work that could include use of excavators, bulldozers, and compactors.
  • Trucks bringing granular material and concrete, as well as hauling away excavated materials may be visible and noise from this equipment will be audible.
  • These trucks will be equipped with broadband alarms to minimize noise when reversing.
  • Some rock grinding and rock chipping may take place. Crews will be completing this work using hand tools only. There is currently no hoe ramming/rock breaking expected for this work.
  • Noise from other equipment including hydrovac trucks and auger bore machines will be audible and some equipment may cause vibrations.
  • Dust resulting from excavation, backfilling and drilling may be present in the vicinity of the work site. Street sweepers will be deployed regularly to ensure roads are clean and dust mitigation measures will be in place.
  • Site lighting may be required for some early morning/early evening work and will be turned off when not in use.
  • Generators will be in use during the day and will be turned off at night when not needed.
  • Motorists should adhere to detours, traffic control signage, posted speed limits, allow for added travel time and use extra caution when moving through active construction corridors as traffic patterns change.
  • Pedestrians and cyclists should use extra caution and adhere to posted signage when localized detours are in-place, to ensure safety.




727 Richmond Road: Long-term Driveway Closure

As part of the Stage 2 O-Train Light Rail Transit (LRT) project, a temporary crossover linking motor vehicle traffic from Byron Avenue to Richmond Road is under construction from Monday, April 22 to Monday, May 13. Once construction of the crossover is complete, access to the east driveway of 727 Richmond Road will be blocked with traffic control barrels for the remainder of 2024 and potentially into 2025. Closing this driveway access is necessary for road safety in the area.
Residents of 727 Richmond will continue to have access to Richmond Road via the west driveway of the building. Efforts have been made in the design of the crossover to ensure emergency vehicles and waste removal vehicles will continue to have uninterrupted access to the property. OC Tranpso bus stops located to the west of 727 Richmond will be relocated to the intersection of Byron Avenue and Redwood Avenue. A pedestrian pathway will be maintained from the sidewalk in front of 727 Richmond Road to the intersection of Byron Avenue and Cleary Avenue.

What: Closure of east driveway access at 727 Richmond Road.
When: Monday, May 13 at 7 a.m. until December 31, 2024 (with possibility of extension into 2025).
Why: Road reconfiguration required for advancement of the Stage 2 OLRT project. Where: 727 Richmond Road.

Anticipated Impacts
Motorists should adhere to detours, traffic control signage, posted speed limits, allow for added travel time and use extra caution when moving through active construction corridors as traffic patterns change. Pedestrians and cyclists should use extra caution and adhere to posted signage when localized detours are in-place, to ensure safety. The safety of the public and workers is paramount. Kitchissippi Parking Study — Community Information Sessions

Over the last year, staff from the City’s Parking Services team have been hard at work gathering data and collecting information as part of the Kitchissippi Parking Study Update. The Study aims to address parking-related issues in the Westboro Village and Wellington West areas of Ottawa focusing on optimizing parking services and promoting sustainable transportation.

The study is currently moving into its final phase where staff will share the results and present the draft outcomes to members of the community, providing an opportunity to ask questions and offer feedback.

All community members are welcome to attend one of the two upcoming information sessions delivered by staff to learn more about the results of the study and what it means for parking in the Kitchissippi community. The two community information sessions will be held on:

  • Saturday, April 20th
    Time: 10:00 a.m. to 12:00 p.m.
    Location: Westboro Masonic Hall, Main Hall (430 Churchill Avenue North)
  • Monday, April 22nd
    Time: 6:00 p.m. to 8:00 p.m.
    Location: Hintonburg Community Centre, Wellington Room (1064 Wellington Street West)

LRT Night Work, Parkway/Byron Tunnel, April – June

April – June: Notice of Night Work Parkway/Byron Tunnel

As part of the Stage 2 O-Train Light Rail Transit (LRT) project, crews and equipment will be working overnight in the Parkway/Byron Tunnel.

Cut and cover tunnel structures (concrete tunnel floor, walls, and roof) along Kichi Zìbì Mìkan Parkway will be completed this year, along with tunnel backfill operations. Overall, at the end of March the Parkway/Byron Tunnel was 90% complete.

What:      

Night work is required in the Parkway/Byron Tunnel, as work proceeds on the cut and cover tunnel structures activities. Night work may include excavation (digging with a small excavator) and haulinginstallation of form workconcrete pouring, utility installation, fuelingequipment maintenance and servicing, and site housekeeping.

Note: Pile drilling, rock breaking, vacuum truck excavation is NOT permitted overnight.

When:    

KEV anticipates that periodic night work will be required and ongoing throughout 2024. Night work will occur subject to a valid noise by-law exemption, in addition to daytime activities on weekdays and weekends.

Night Work: Monday to Saturday 10:00 p.m. to 7:00 a.m. and 10:00 p.m. to 9:00 a.m. Sundays and Statutory holidays – will occur, as required, through June 2024.

Why:       

To complete critical project work that is time sensitive and/or required during off-peak hours.

Where:    

Parkway/Byron Tunnel from Rochester Field along Kichi Zībī Mīkan and along Byron Linear Park to north Lincoln Fields.

Anticipated Impacts

Noise and vibration from crews and heavy equipment may be expected

All construction vehicles and equipment, working overnight on the Parkway/Byron Cut and Cover Tunnel, will be equipped with broadband back-up alarms. Trucks use approved haul routes and workers and contractors park in designated parking areas.

Generators are required to run equipment in the tunnels. When possible, generators are wrapped in noise barriers.

Site lighting for overnight work is required to maintain safe working conditions for workers. The use of lights will be minimized where possible and special attention paid to ensure that it is not impacting nearby residences.

Recurring temporary closures on Byron Avenue

Notice from the City of Ottawa Rail Construction Program extending an earlier closure announcement reported in October 2023:


Notice of Recurring Temporary Road Closures Byron Avenue

As part of the Stage 2 O-Train Light Rail Transit (LRT) project’s Cut & Cover Tunnel construction, sections of Byron Avenue will be temporarily closed for the pouring of concrete and deliveries. Each pour requires 10 to 15 hours to complete as well as to stage delivery vehicles, cranes, and concrete trucks. Please note that concrete pours must be performed continuously until completed to ensure the quality of the concrete.

In addition, station construction is underway at New Orchard and Sherbourne Stations until winter 2024-2025. Temporary closures on Byron, near those two stations, will also be periodically required for stations work.

What:

Byron Avenue continues to require *daylong closures of approximately one block to allow for work staging as the Cut and Cover Tunnel progresses. The sidewalk on the south side of Byron Avenue will remain open and accessible. Traffic will be detoured around the established work zone. Flag persons will be onsite, as required. Night work will occur subject to a valid noise by-law exemption, in addition to daytime activities on weekdays and weekends.

*Cranes and equipment will be demobilized at the end of each day, reopening Byron Avenue to general traffic.

When:

Concrete works are ongoing and anticipated weekly throughout 2024. Road closures begin with the mobilization of the delivery vehicles, cranes, and concrete trucks as well as the temporary road closure. Please note that KEV is targeting 10:00 p.m. completion time (5:00 p.m. on Sundays) per occurrence, however, as mentioned each pour will proceed until completed and may proceed into the night.

Why:

A crane, as well as several delivery vehicles and concrete trucks, will be staged to accommodate the work on the Byron Tunnel. The size of the equipment and nature of the operations require daylong closure of a section of Byron Avenue.

*Construction vehicles are not permitted on residential streets and flaggers are utilized to ensure vehicles adhere to this City and Project requirement.

Where:

Work will occur via Byron Avenue between New Orchard and Sherbourne Avenues.

Hours:

7:00 a.m. to 10:00 p.m. Monday to Saturday and 9:00 a.m. to 5:00 p.m. on Sunday. Note that concrete pours may extend beyond the end time.

Anticipated Impacts:

Traffic will be restricted from travelling on Byron Avenue, and the particular cross street where the work is occurring and will be redirected around the work zone.

Pedestrian mobility will be maintained using the south sidewalk on Byron Avenue.

Residents can expect noise from delivery vehicles, concrete trucks, and cranes.

The safety of the public and workers is paramount, and we thank you for your patience during construction.
