NOTICE TO RESIDENTS OF FRASER HEIGHTS

We, as the Fraser Heights Community Association (FHCA) executive, have recently received a number of enquiries and concerns about our community. Accordingly, we have contacted the City and School Board, and have listed the issues and the responses below. They are in no particular order, just a list.

We also encourage every resident to report concerns directly to the City at my.surrey.ca

1) Crosswalks & intersections on 104 Ave, namely 164 St & Fraserglen Drive
a. The City plans to upgrade and widen 104 Ave between 160 St to 168 St in the next 2-5 years. This will address the concerns referenced above.

2) Paving 160 St & 108 Ave intersection & 110 Ave between 156 St & 157 St
a. The City will flag the intersection with engineering for short term patch repair. The long-term solution is for the street to be repaved.
b. 110 Ave — this requires a capital repaving approval at a future date. The FHCA will be following up further on this matter.

3) Traffic lights not changing on 156 St under highway 1
a. These lights are the responsibility of the Ministry of Transportation and Infrastructure (MOTI). The sensors may have been affected by the recent paving. The FHCA will be following up further on this matter.

4) Bus stops built in East Fraser Heights, but with no added transit
a. The City is responsible for building the bus stops. This was done in preparation for the extra transit route which was planned for Fraser Heights. These plans were put on hold during the pandemic. Efforts are now being made to restart this project.

5) What is the structure partially constructed behind Erma Stephenson School
a. This structure will be for daycare. It is being built by School District 36. It is intended to be completed by the end of 2023.

As per your concern with speed at 16300 block of 104 avenue and 164th street @ 108th Ave, 4 – way stop; Members with Surrey RCMP’s Traffic Community Response Unit (TCRU) attended and conducted enforcement in both locations of concern on separate days at various times. TCRU, also deployed a Black CAT Radar to verify and assess speeds at both locations. Data from the 16300 block of 104 avenue showed that 29.2 % of vehicles had travelled over the posted 50 km/hr speed limit, which resulted in a “Medium” enforcement rating. Members attended on 4 separate occasions and issued 11 violation tickets for speed. (Surrey RCMP File #2023-36107 Refers)

Data from 164 th street @ 108 th avenue-4 way stop had a “Low” enforcement rating for speed, with only 5.1% of vehicles had travelled above the 50 km/hr posted speed limit. However, members attended the location on 4 separate occasions and issued various violation tickets for Disobey stop sign and speed, no insurance, window tint etc. (Surrey RCMP file#2023-36119 Refers).

TCRU will re-visit this location in the future when resources should become available and time permits.

As you may be aware, there was a tragic incident that occurred in our neighborhood last week at 156 St & 112 Ave.

Residents have asked for someone to discuss this matter with to assist in grasping how such a tragic incident could occur and to understand the circumstances.

Accordingly, the RCMP have set up an outreach meeting at the Fraser Heights Recreation Centre on 160th St. this Wednesday, January 18 from 12 noon until 2 pm.

Please feel free to drop by & have a discussion with the officers.

• FHCA is a volunteer non-profit organization – we volunteer our time (no payment is received by any volunteers) to represent the community dealing with issues that affect our community such as safety, traffic, development.
• This is the first FHCA “in person” meeting since January 29, 2020 due to Covid restrictions.
• FHCA helps shape policy and issues that involve our community.
• If you have problems in our community, please send your information to us and we will look into these issues (go to Contact Us on the fhca.ca website or send email to Directors@fhca.ca). This is our primary site to collect comments from residents about community issues so we know about them and can send them on to the City.
• Membership is free and open to all residents but donations are very welcome as they help pay for rental of meeting facilities, AV equipment, insurance etc. If you are not currently on the email list, go to our website and sign up (on the right side of website page – click on become a member).  You will receive notifications and reminders of the upcoming meetings each year.  There may, occasionally, be notifications of open houses or events affecting FH residents.
• Special thanks to Liane McMahon for all her incredible and invaluable volunteer work over many, many years. She has moved and no longer resides in Fraser Heights.  We will miss her!!

Treasurer’s report:  The report was given with the current financial status.

Expenses incurred by the FHCA for meetings:

• $321.30 rental for 2 meetings this year (Nov 23, 2022 and May 3, 2023)
• $7.50 insurance
• Tech services $60 per meeting (PA system, audiovisual system)

After a 2-1/2 year absence, your Fraser Heights Community Association has scheduled in-person meetings for Wednesday, November 23, 2022 & Wednesday, May 3, 2023 at 7 PM in the theatre at the Fraser Heights Secondary School.

We are pleased that our RCMP District 2 Liason, Sgt. Kuldeep Dhillon, will attend and will give a presentation on policing and safety. He will be accompanied by Yvan Salloomi, Community Programs Coordinator, City of Surrey (including Block Watch).

These meetings are open to all residents of Fraser Heights, so tell a neighbour and encourage them to come out as well. If you have a question, come to the meeting and ask. We will do our best to give you an answer.

Your executive is made up of residents of our community who volunteer their time to address matters that arise from time to time. Come out and meet them as well.

Please be advised that the only source of revenue for the Association is a collection taken up at the meeting to pay for booking the facility for meetings. We ask you that you contribute a minimum of $5 per family.

PLEASE NOTE: THERE IS LOTS OF ROOM IN THE THEATRE FOR WELL-SPACED SEATING. IF YOU HAVE ANY CONCERNS, PLEASE FEEL FREE TO WEAR A MASK.
